Any decision of your appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the first results, purchase, or decision pursuing reconsideration shall be made by the appeals board and never by a Listening to officer and shall be in composing, signed by a majority with the appeals board members
